About the European policy dialogue

As the world approaches 2030, countries are taking stock of progress towards Sustainable Development Goal 4 (SDG 4) and considering how education systems can respond to a rapidly changing global context.

UNESCO in partnership with the European Commission, will convene a regional policy dialogue in Brussels on 10 November 2026 to explore what the evidence tells us about progress towards SDG 4 and what it means for education policy and investment in the years ahead.

Drawing on the 2026 Global Education Monitoring (GEM) Report, Access and equity: Countdown to 2030, the event will bring together senior representatives from European institutions, EU Member States, partner countries, international organisations and development partners. Through interactive discussions, participants will explore how robust data and evidence can inform policy choices, strengthen equity and help ensure that education investments reach those who are most at risk of being left behind.

The dialogue will also provide an opportunity to reflect on lessons from countries across Europe and partner regions, and to consider how these experiences can contribute to shaping the education agenda beyond 2030.

Taking stock of progress towards SDG 4. Shaping what comes next.

The event forms part of the GEM Report’s Countdown to 2030 series of national and regional policy dialogues. The series provides a platform for countries and partners to take stock of progress towards SDG 4, examine what the evidence tells us about persistent gaps and emerging challenges, and contribute to discussions on the future of education beyond 2030.
