Information meeting: Taking stock on progress towards SDG 4 targets

About the information briefing

The GEM Report and the UIS are inviting UNESCO Permanent Delegations and participants of the Transforming Education Summit + 4 to an information session on progress to SDG 4 and key implications for the final phase of implementation to 2030. 

The briefing will take place between 2:00 and 3:30 pm be divided into three parts. First, it will mark the official launch of the 2026 SDG 4 Scorecard Report, which shows increased engagement by countries in setting nationally owned targets in line with the SDG 4 monitoring framework. The briefing will include the latest findings showing countries’ progress towards these targets as the 2030 deadline approaches. Second, it will include a presentation of the latest evidence on progress towards SDG 4 targets building on the findings of the 2026 Global Education Monitoring Report on access and equity, the first in the three‑part Countdown to 2030 series. It will be followed by global editions on quality and learning (2027) and on the relevance of education (2028/9). Third, it will share perspectives on strengthening SDG 4 monitoring, including advances in data availability, country engagement, and approaches to improving comparability and use of learning assessment data.

During the event, Member States and members of the education community will be invited to discuss how GEM Report evidence can be leveraged to input into discussions at national, regional and global levels and to feed the debate on the post-2030 agenda. 

The briefing is taking place the day before the Transforming Education Summit + 4 event convened by the Deputy Secretary-General of the United Nations and the SDG 4 High-Level Steering Committee. It aims to present the latest information to Member States and TES + 4 participants on key global trends across SDG 4 targets as the international community is aligning priorities and shaping future global agendas after 2030. 

The Information briefing with Permanent Delegations will be immediately followed by the Launch of GEM Report Counting the loss: Aid to education in 2024 and 2025 followed by Q&A. The latest research on education financing produced by the GEM Report shows that support for education is expected to decline, with the greatest impact likely felt by countries that depend heavily on external funding to sustain education programmes, strengthen systems, and expand access to quality learning. 

Delegations and participants are invited to attend the launch of the policy paper, which will take place from 3:30 pm to 4:00 pm in Room IV.
